Air Compliance Testing is dedicated

have taken the necessary measures to ensure the highest possible level of

The principal management staff of Air Compliance Testing is highly involved
in the daily operation of the company. This strategy allows us to maintain
both an efficient organizational structure and still provide personal contact with
our clients.
Staff Overview
The testing staff at Air Compliance Testing has experience with a vast
number of EPA, CARB, NIOSH, and OSHA Test Methods. Each member of our
testing staff is cross-trained in multiple job functions and test methods. In
addition to Test Method training, our staff has experience conducting
emission testing for nearly every major industry classification. The

We manage our workforce to ensure that our testing and office professionals
utilize a teamwork approach while making the success of each project the
highest priority. All of our employees place the success of each testing
project at the highest priority. This awareness of the “big picture” is
conveyed to each employee early in the training process which instills a
sense of urgency about doing the “little things” right and taking
responsibility for the success of each project.
Air Compliance Testing employs individuals responsible for maintaining
the latest Test Method information. Dedicating individuals to this vital
area ensures that Air Compliance Testing always utilizes the most current
information.
Executive Staff
Philip J. Billick, President
Phil Billick has over 20 years of experience in the air pollution control
and testing fields including field engineering work, development of custom
test protocols, completion of complex capture and control efficiency
determinations, and designing pollution control equipment. Phil provides
technical oversight for all test projects at Air Compliance Testing.
He has provided Test Method training seminars for Ohio EPA district field
inspectors and permit writers, and has worked closely with permit writers to
negotiate for reasonable and proper testing requirements for our clients.
Phil is a member of the Cleveland Engineering Society (CES), Source
Evaluation Society (SES), American Institute of Chemical Engineers (AIChE),
and the Air & Waste Management Association (AWMA). He holds a Bachelor of
Science in Chemical Engineering from Cleveland State University, and also
served as a Naval Aviation Officer, United States Navy.
Alan Schreiner, Executive Vice
President
Al Schreiner has extensive experience in project management and systems
development, including over 13 years specifically dedicated to the emission
testing industry. Al provides technical oversight for Information Systems
management and development. Information Systems at Air Compliance Testing
merges client, regulatory, and test event data into programs designed to
produce consistent results. He has also participated in emission testing
events, and has completed coursework in both Stationary Source Sampling and
Continuous Emissions Monitoring (CEM).
Al obtained his Master of Business Administration degree from Case Western
Reserve University Weatherhead School of Management. He also holds a
Bachelor of Science in Mathematics (Grove City College), and a Bachelor of
Arts in Business Administration (Grove City College).
Technical Staff
Quality Assurance
Our Quality Assurance Officer plays an
integral role in all training, testing and reporting activities at Air
Compliance Testing. We have found the oversight provided by this position to
be invaluable to our operation. This function helps ensure that the high
level of quality we require in all our operations is maintained
consistently.
Project Management
Our Projects Director and each of our Project Managers has experience in emission testing project
oversight, project management and staffing, field supervision, Quality
Assurance, equipment maintenance and deployment, conducting U.S. EPA and
custom testing methodologies, and EPA communications.
In addition to holding advanced science degrees, our Project Management
staff has also completed extensive in-house training at Air Compliance Testing,
and have received 40 Hour HAZWOPER training.
Operations Management
The Air Compliance Operations Management
Staff includes our Testing Manager, Reporting Manager, and Laboratory/Facilities
Manager. Each has experience in emission testing field activities, project
management, conducting U.S. EPA and custom testing methodologies and Quality
Assurance.
In addition to holding advanced science degrees, our Operations Management
staff has also completed extensive in-house training at Air Compliance Testing.
Technicians
In addition to those noted above, our Staff includes Laboratory Technicians, CEMS Technicians, Reporting Technicians and Testing Technicians. Each
receives on-going, extensive and detailed in-house training in Test Methods.
Our Testing Technicians are thoroughly trained in all methods, rather than
specializing in a particular area, to ensure that no testing team is
immobilized by the absence of key individuals. By building our testing teams
in this manner, we provide greater flexibility in the field and we are
prepared for any project regardless of size or complexity. Testing Technicians are
educated, talented, dedicated and well trained. This is particularly
valuable during an emission test event when interacting with an EPA
official at your site. Our staff communicates knowledgeably and professionally.
All of our
Technicians know the fundamentals behind the test methods as well as the
detailed procedures and subtleties necessary to complete a successful test event. Emission testing is a tough profession. Keeping good people in
this industry requires a special level of human resource management,
including good benefits and good management practices. In an industry that
experiences very high turnover, we manage to keep our employees happy,
healthy and productive.

Technician Training Program to our thorough Test Report writing and checking
